In 2016, after 6PR Breakfast host Karl witnessed first aiders attempting to revive an abalone fisherman, he began to argue that abalone licences should require a water competency test.

Nine years later, over the weekend, 38 people needed to be rescued, and nothing seems to have improved.

Karl discussed with Perth Today’s host, Simon Beaumont, what minimum swimming level the licence should require.

“If you can’t swim, you shouldn’t be in the water,” Karl said.
