City of Swan councillor Andrew Kiely will move a motion to raise rates in the City of Swan by 20 per cent at this months council meeting.
Councillor Kiely told Oliver Peterson his push for the rise should be supported by rate payers to speed up the first stage of the Midland Oval redevelopment.
