Crayfish diver Bret Carter has been through a four-year battle with Fisheries that has cost tens of thousands of dollars.
They spent $60 000 of taxpayers money pursuing Mr Carter over a $1000 fine that was initially thrown out in Rockingham Magistrates Court after he disputed it.
