Developers are proposing to build a 40-storey, twin tower high-rise at Scarborough Beach, a plan which has the backing of local member Liza Harvey.

3 Oceans Property has revealed the $400 million project would be built on the Contacio Bar site and include a public observation deck, convention centre, and a 180-room hotel.
